Former Filey Youth Centre To Turn Into Residential Properties

Published by Local Democracy Reporter Carl Gavaghan at 2:16pm 22nd April 2020.

A building that was once home to Filey Youth Centre is set to be transformed into six flats and one house.

David Brady has been granted planning permission to bring 22 Brooklands in Filey back into use.

Mr Brady’s plan is to convert the main building into three one-bed flats occupying the western side of the main building and three two-bed flats on the east side.

An existing two-story addition to the western side of the building will be converted into a two-bed dwelling.

Three residents objected to the plans over concerns about on-street parking for the new flats.

Scarborough Council planning officers granted permission for the development under delegated powers after concluding it would be the best use for the vacant building.

A report prepared by planning officers notes:

“In regard to the current building, it is understood that North Yorkshire County Council stopped operating a Youth Centre some time ago from the site and it was sold at auction to the current owner.

Whilst there is no precise evidence of why the use ceased or the reasons for its sale, given that this was by the county council it can reasonably be presumed that there was no demand or need for the use as previously operated within this building.

From the information submitted by the agent, it is understood that the building operated as a social centre for 11 to 18 year olds, and provided instructional programmes for activities such as dance, yoga, martial arts, science and crafts.”

It concluded:

“It is also important to note that the site contains a substantial building occupying a prominent location in the Filey Conservation Area, and it is important where necessary, to find a suitable re-use for this building.”
